Project Accountant

The Project Accountant provides overall financial controls of the New build project, the project team is in compliance of client process and systems

Responsibilities and duties:

  • Design, implement and administer sound financial control systems and procedures by utilizing the Financial Controls Plan to ensure data integrity, safeguard assets, properly authorize transactions, and optimize project resources
  • Ensure that consistent and sound procedures exist for timely and quality financial reporting which contributes to effective policy and decision making
  • Ensure that procedures and practices for accounting records and reporting comply with client Corporation and local accounting practices and law, and meet the Project requirements by being timely, accurate, and complete
  • Handle financial and accounting issues in the project
  • Implement the Controls Integrity Management System (CIMS) for the project - using the Risk Assessment Tool, Control Catalogs, Gap Analyses, and Change Management Tools
  • Identify financial control weaknesses and issues by using CIMS tools and techniques, and propose and implement appropriate corrective actions
  • Ensure that contractors' control systems are appropriately reviewed in 
  • Cooperation with control groups and/or with Internal  Audit
  • Offer guidance and assistance with respect to the client
  • Serve as the access point to ensure efficient and effective interface processes with Manager, Controllers, Audit, Treasurers, Tax, Procurement, client Risk Management, and other departments for Controllers/ financial issues
  • Ensure that the detailed budget format and the commitment and expenditure records are compatible with the project execution plan
  • Ensure appropriate coordination and follow up for internal and external audits including special audits
  • Promote sound contractors' control policies and practices, including review and assessment of contractors' control systems in cooperation with control groups in the Project.
  • Interface with contractors concerning accounting and invoicing issues
  • Examine invoices in accordance with procedures to ensure compliance with contract terms.
  • Ensure invoice review in accordance with applicable procedures
  • Provide assistance and independent analysis for claims settlements and incentive (penalty or bonus) payments (if any)
  • Consistent with Procurement's Contract Development/Implementation process, participate in contract reviews and as a member of Bid Evaluation Teams
  • Joint Venture Reporting
  • Budget controls
  • Acceptable accounting practices such as SAP, if possible
  • College / University degree and/or technical diploma
  • 2-3 years in positions related to Cost Consultancy, General Accounting, Financial Reporting, Treasurer’s, Controller’s
  • Previous experience in Oil and Gas industry 
  • Ability and desire to function in an integrated project team environment
  • Ability to work in harsh environments, in stressful situations, with ever changing priorities
  • Proficient in Microsoft Office suite of software programs, Lotus Notes, etc.
  • Read, write, and speak fluent English, especially as required to function effectively within a project team and to communicate with project management, contractors, and sub-contractors
  • Demonstrated ability to develop successful working relationships with emphasis on leadership, interfacing, and mentoring in a team environment
